The role of empanelment and gatekeeping in primary care

Reflect on the different forms of empanelment and gatekeeping

Patient registration with a primary care provider, referred to as empanelment, enrolment or rostering, is often linked to larger health system reforms, particularly those with a focus on improving the continuity of care. Patient registration has often be accompanied by the introduction of gatekeeping, in which primary care providers control access to specialist medical services and investigations.

In this round table discussion a panel of cross-country experts will reflect on the different forms of empanelment and gatekeeping that have been implemented across settings, the evidence of what ‘works’ and the lessons learnt from countries that have introduced empanelment and gatekeeping reforms.
